Bermuda's quiet August hides an annuity reinsurance book

Nine Class E licences inside a 46-registration year point to life and annuity risk; the fourth-quarter watch is whether collateralised and special-purpose filings return.

At a glance

  1. Four is a step down rather than a reversal.
  2. The regulator's own reading of the year is a book weighted toward long-term and structured-risk vehicles, with August adding little beyond the captive and smaller commercial segment it already has.
  3. At the licensing committee, August looked less permissive: thirteen applications came before the BMA's insurance assessment and licensing committee against six in July, twelve new files and one carried over, and seven were approved, five deferred and one judged insufficient for review, where July approved all six it saw.

August brought four new registrations, the Bermuda Monetary Authority's lightest month since May and the least informative figure in the return: three insurers — AFC Captive Insurance Co Ltd and Ide8 Ltd at Class 2, Valuation Guarantee Ltd at Class 1 — and M Financial Global Services Ltd registered as a broker. That lifts the year to 46 entities from 42 at the end of July, 40 insurers and six intermediaries against 37 and five, after June and July each ran at seven. Four is a step down rather than a reversal.

What Bermuda is being used for shows up in the mix: nine of the year's 46 registrations are Class E reinsurers, West Grove Re among the July additions, and the names attached to that category run annuity and life risk rather than catastrophe, including Global Atlantic Insurance Opportunities Reinsurance, Axa Life Bermuda and several Prudential entities. The regulator's own reading of the year is a book weighted toward long-term and structured-risk vehicles, with August adding little beyond the captive and smaller commercial segment it already has. The categories that link insurance risk to the capital markets took the month off altogether, leaving the year at 12 restricted special-purpose insurers and five collateralised insurers after July's LBI Reinsurance Bermuda and Lancer Re.

At the licensing committee, August looked less permissive: thirteen applications came before the BMA's insurance assessment and licensing committee against six in July, twelve new files and one carried over, and seven were approved, five deferred and one judged insufficient for review, where July approved all six it saw. A deferral is not a refusal, and one month is not a policy, but a committee reviewing twice the volume while resolving a smaller share of it suggests the screen has tightened alongside the queue.

In a year whose growth is annuity risk, that tighter screen matters because the constraint on this pipeline has moved from licensing to capital. As this publication has argued, the next downgrade cycle will be decided by collateral, not affiliation: AM Best has flagged reserve credits rising faster than the collateral backing them, and Morningstar DBRS counts the island's life and annuity sidecar liabilities as having quadrupled in four years to $375 billion. Bermuda's 2026 registration book is an annuity reinsurance book, and the fourth-quarter question is not whether the monthly count beats four but whether the collateralised and special-purpose filings return. The line to check in October is collateralised and special-purpose, rather than the monthly total.
