Front Street draws up an 8.4M-SF industrial park in Lexington before the zoning exists

An 850-acre Triad site has I-85 and rail access, but Front Street is carrying the entitlement risk through a municipal process with no guaranteed timeline.

At a glance

  1. The concept, reported by the Triad Business Journal and relayed by Connect CRE, lays out 15 parcels from 11 to 153 acres with room for roughly 8.4 million square feet of industrial buildings ranging from 80,000 to 2 million square feet.
  2. Front Street is underwriting the zoning gap, because annexation is not a permit and the firm is carrying an 850-acre concept through a municipal process with no guaranteed timeline.
  3. Alongside Lexington, the firm is also partnering with other investors on The Grounds in Winston-Salem, where a $250 million first phase includes a student apartment complex, a 135,000-square-foot office building, and a 42,000-square-foot retail village.

Front Street Capital is drawing up an 850-acre master-planned industrial park in Lexington, North Carolina, on land the city has already annexed but has not yet created or approved zoning for. The concept, reported by the Triad Business Journal and relayed by Connect CRE, lays out 15 parcels from 11 to 153 acres with room for roughly 8.4 million square feet of industrial buildings ranging from 80,000 to 2 million square feet. The developer is targeting advanced manufacturers, logistics operators, and corporate campuses with multiple buildings, selling the site on its proximity to I-85 and Norfolk Southern rail lines.

Front Street is underwriting the zoning gap, because annexation is not a permit and the firm is carrying an 850-acre concept through a municipal process with no guaranteed timeline. Its target list suggests a tenant base that values labor, land, and rail access over last-mile port proximity, a distinct pitch from the pure e-commerce fulfillment play that has driven so much Southeast industrial development.

A Winston-Salem sibling

Alongside Lexington, the firm is also partnering with other investors on The Grounds in Winston-Salem, where a $250 million first phase includes a student apartment complex, a 135,000-square-foot office building, and a 42,000-square-foot retail village.

The two projects suggest a developer comfortable running entitlement risk across the Triad, but the industrial park only works if tenant demand follows the infrastructure, and 8.4 million square feet is a lot of demand to wait on. Front Street is effectively betting that the zoning process runs in parallel with the next industrial up-cycle, not behind it; if that timing holds, the park opens into a market ready for it. If it slips, Front Street is left holding an annexed but unzoned tract in a small North Carolina city.
