Ørsted's 920-MW buildout lands with the terms still in shadow

Construction is real; the missing offtake detail is the sector's recurrent tell.

At a glance

  1. The available coverage, though, is a headline and a subscription pitch, and the absence of commercial detail is the more consequential part of the news.
  2. The available report shows no offtake counterparties, no pricing, no contract length, no capital structure, and that bareness is not an editorial failure but a pattern.
  3. For an offshore wind project of this scale, the economics live and die in the offtake.

Ørsted has completed construction on the 920-MW Greater Changhua 2b and 4 offshore wind farms, a milestone Renewables Now reported on September 1, and the headline fact is unambiguous: two projects built, 920 MW delivered. The available coverage, though, is a headline and a subscription pitch, and the absence of commercial detail is the more consequential part of the news.

The available report shows no offtake counterparties, no pricing, no contract length, no capital structure, and that bareness is not an editorial failure but a pattern. When EDF's 400 MW Nevada solar PPA headline landed, the article the source made visible carried no buyers or pricing, and the Changhua announcement follows that pattern.

For an offshore wind project of this scale, the economics live and die in the offtake. A contracted book converts turbine output into a predictable revenue stream, while a merchant book points the output at wholesale markets and dares the wind to make the numbers work. The offtake is the bridge between the construction budget and the revenue model, and without it the asset is a very expensive mechanical installation. Which case applies to Changhua 2b and 4 is unknown from the public record, a gap that matters because the difference between contracted and merchant is the difference between an infrastructure asset and a commodity trade.

Completion without offtake is merchant risk wearing an infrastructure costume, and the market will stop clapping when capital costs reset. The Changhua completion fits the template regardless of its actual offtake status: the announcement arrives as a construction finish with the commercial story absent. The developer may well have the offtake locked down, but the public record here does not show it. For investors underwriting the next generation of offshore wind, the missing revenue terms are especially awkward because completion is the moment construction risk falls away and cash-flow risk becomes the whole game.

The next data point worth watching is the offtake disclosure: which counterparty is buying the power, at what strike, for how many years. Until that disclosure lands, the 920 MW stand as a construction milestone without the terms that turn steel and turbines into a revenue stream an investor can underwrite.
