Senior housing occupancy in 31 primary markets hits 90.4% as building pace lags need

NIC logged a 21st straight quarterly gain in those markets; just over 16,000 units were under construction in the second quarter.

At a glance

  1. Independent living averaged 91.7% and assisted living 89.1%.
  2. NIC put the current annual development pace at 10,445 units and said holding national occupancy at 90% would require more than 100,000 new units in most years through the late 2030s.
  3. The construction pipeline is thin in absolute terms.

Senior housing occupancy across 31 primary markets reached 90.4% in the third quarter, the 21st consecutive quarterly gain, according to National Investment Center for Seniors Housing & Care data reported by Connect CRE. Independent living averaged 91.7% and assisted living 89.1%.

NIC put the current annual development pace at 10,445 units and said holding national occupancy at 90% would require more than 100,000 new units in most years through the late 2030s. That makes the current building rate roughly 10% of the stated requirement.

The construction pipeline is thin in absolute terms. NIC counted just over 16,000 units under construction in the primary markets in the second quarter, split between independent and assisted living, with inventory growth holding at 0.4% annually. Rising construction costs, higher interest rates and tighter construction lending are slowing groundbreakings, and most projects that do start are in Sun Belt growth corridors and the suburbs of major metros.

Northmarq's investor guide splits senior housing five ways — independent living, assisted living, memory care, skilled nursing and low-income senior housing — and argues the operator drives property performance. Independent living runs closest to conventional multifamily; skilled nursing is the most operationally intensive and the most tied to government reimbursement.

"For investors coming from conventional multifamily real estate, the biggest adjustment is understanding that senior housing is an operating business layered on top of real estate," the guide said, per Connect CRE. The report lists operator turnover, financial distress and deferred maintenance among factors that can hurt performance, alongside new competition in smaller submarkets, heavy reliance on Medicaid and Medicare, and rising labor costs.

The gap between 90.4% occupancy and a development rate near one-tenth of projected need frames the sector's near-term question. Demand-side pressure on rents is visible in the occupancy figures; whether capital returns to groundbreakings depends on construction costs and lending conditions the NIC data do not address.
