Levey Group assembles Beltway 8 site for 445,750-SF campus

The 30-acre industrial park would push the developer's Houston footprint to nearly 200 acres and 2 million square feet.

At a glance

  1. The developer assembled the site in two pieces: 20 acres from Transwestern at the southeast corner of Tidwell Road and Beltway 8 East, plus 10 adjacent acres picked up from a private landowner in March.
  2. Levey's plan calls for a 270,400-square-foot front-load building and two rear-load structures totaling 175,350 square feet, with groundbreaking set for the first quarter of next year.
  3. The location does the selling.

Levey Group has bought 30 acres on Houston's northeastern Beltway 8 for Levey East Belt, a 445,750-square-foot warehouse campus that arrives as the industrial pipeline thins. The developer assembled the site in two pieces: 20 acres from Transwestern at the southeast corner of Tidwell Road and Beltway 8 East, plus 10 adjacent acres picked up from a private landowner in March. Cushman & Wakefield's Jim Foreman sourced the land and will handle leasing, putting the same brokerage that found the dirt on the hook for filling the buildings.

Levey's plan calls for a 270,400-square-foot front-load building and two rear-load structures totaling 175,350 square feet, with groundbreaking set for the first quarter of next year. Completion is targeted for the first quarter of 2028, at which point the developer says its industrial footprint would stand at nearly 200 acres and 2 million square feet.

The location does the selling. Levey likes the Beltway because it connects quickly to all of Houston's major highways. This parcel sits on the eastern arc near Tidwell, and for a distribution tenant, that frontage separates an address from a commodity building.

The supply play lines up with what this publication has tracked. A drop in construction across industrial markets is giving owners leverage, and developers who kept land through the downturn are positioned to deliver when vacancy tightens. Hines pivots from buying to building as the construction freeze gives new supply an edge. Levey East Belt is a smaller version of that calculus: 30 acres on the Beltway, on a build schedule that runs from first-quarter groundbreaking to first-quarter delivery.

The risk is timing. Levey expects to complete the campus in early 2028, just as the thinned pipeline should be felt across Houston. If the recovery holds, the Beltway frontage makes lease-up a matter of pace, not search. If it stalls, the developer still owns a fully controlled 30-acre site on a ring road with permanent highway access — a better inventory to hold than half-built space without a location story. The first quarter of 2028 is the date to watch.
