The European Banking Authority has released the final technical package for version 4.4 of its reporting and disclosure framework, revising Pillar 3 ESG disclosure specifications and adding financial reporting templates aligned with IFRS 18. ESG News reported the release on Oct. 15; it did not state the EBA's release date.

The package is the first phase of a broader EBA implementation programme intended to improve reporting consistency while reducing compliance costs. It updates disclosure requirements covering ESG risks, equity exposures and shadow banking activities, and changes how institutions structure, validate and submit regulatory information. According to ESG News, the update supports greater comparability of financial and sustainability-related risk information across European banking.

Pillar 3 and FINREP changes

The Pillar 3 changes incorporate updated reporting specifications for ESG risks, equity exposures and shadow banking activities, reflecting the EBA's final draft amendments to the Pillar 3 Implementing Technical Standards. Selected disclosure templates tied to the Fundamental Review of the Trading Book are included as well. Pillar 3 disclosures give market participants information about banks' risk exposures, capital adequacy and risk management practices.

The EBA also introduced a new FINREP module aligned with IFRS 18, which changes the presentation and disclosure of financial information including income and expenses. The updated templates will operate alongside the EBA's previously published Opinion on implementing IFRS 18 in supervisory financial reporting, with the stated objective of allowing earlier IFRS 18-compliant reporting while keeping financial statements consistent with supervisory submissions.

The package carries European Central Bank data collection requirements for FINREP data points submitted by less significant institutions. The EBA said it will not collect that information directly.

ESG News notes the package primarily implements existing and amended reporting requirements rather than creating a separate set of ESG obligations. For banks budgeting the work, the near-term burden lands on data mapping and validation against revised templates, not new risk measurement; the disclosure population and underlying ESG risk categories are carried over.
